Client Challenge
St. Louis Community College, Missouri’s largest community college system, had not passed a funding measure since 1984. With aging facilities and growing demand for workforce programs, leaders knew significant investment was needed to meet the region’s future needs.

Our Work
We partnered with the Invest in STLCC campaign committee to design and implement a comprehensive vote yes campaign for an 8-cent general operating rate increase on a special election ballot. The district, which represents more than 900,000 voters across St. Louis City and three counties, required a data-driven, wide-reaching strategy. 

Using public opinion research, we identified key priorities and areas of opportunity, then developed targeted outreach through direct mail, digital advertising, video, and grassroots communication. Our multi-channel approach built awareness, educated voters, and drove turnout in pivotal areas where the measure needed strong support.

Results
With 58% approval, Proposition R passed, marking the first successful STLCC referendum in nearly 40 years. The investment launched STLCC Transformed, a multi-campus initiative that is modernizing facilities, expanding health care, IT, and advanced manufacturing programs, and creating state-of-the-art learning spaces that prepare students for the jobs of tomorrow.
